WESTFIELD — The Westfield Council voted Tuesday to approve a $5.4 million capital bond ordinance that will be used to finance road repairs, purchase new vehicles for the Department of Public Works (DPW) and support other repairs and upgrades to municipal properties over the course of the coming year.
